A Bold Step for Inclusive Learning
The Odisha government has unveiled a transformative plan to strengthen primary education across its villages through the Godabarisha Adarsha Vidyalaya (GAV) scheme. By allocating a massive outlay of ₹12,000 crore, the state aims to set up 2,200 model schools at the gram panchayat level between 2025 and 2028. More than just a construction project, the scheme is envisioned as a movement to provide equal access to quality learning, especially for children in remote and under-served areas.
A Three-Year Mission
Chief Minister Mohan Charan Majhi announced that each school will require about ₹5 crore, though final figures will depend on detailed project reports. These schools will not merely add classrooms but will serve as centres of excellence, equipped with modern infrastructure, trained teachers, and innovative pedagogy. Preparatory activities such as land identification and phased construction will soon begin, setting the stage for one of Odisha’s most ambitious education reforms.
More Than Infrastructure
Majhi underlined that the GAV scheme is designed to rebuild trust in the state’s education system, which he said had weakened over the years. “This is not just about buildings; it is about creating a holistic ecosystem where children can thrive academically, socially, and emotionally,” he noted.
The schools will align with National Education Policy (NEP) 2020, ensuring Odisha’s education framework keeps pace with national benchmarks. The initiative also complements NIPUN Odisha, a programme dedicated to improving foundational literacy and numeracy (FLN), which form the bedrock of lifelong learning.
Building Skills for the Future
A core objective of the scheme is to prepare students to compete not only at the national level but also globally. By focusing on FLN capabilities, extracurricular development, and emotional well-being, the initiative seeks to nurture well-rounded individuals. The government further plans to integrate community participation, enabling parents and local stakeholders to actively contribute to school governance and accountability.

Officials confirm that the new model schools will be designed with advanced learning facilities, extracurricular platforms, and professionally trained educators. From sports to cultural activities, these schools will promote balanced growth rather than rote learning.
