BDA Pushes Digital Leap: UAN Must for Property Services by August 31

BDA Embraces Digital Reform with Citizen-Centric Initiative

In a progressive step toward modernizing urban governance, the Bhubaneswar Development Authority (BDA) has made it mandatory for all property allottees to obtain a Unique Account Number (UAN) by August 31, 2025, to continue accessing its full suite of property-related services. This move underscores BDA’s push for digital transformation, transparency, and efficiency in public service delivery.

The UAN, a digital identifier, is set to become a central reference for property transactions—streamlining a wide range of both pre- and post-allotment services, including lease deed execution, bank NOCs, asset allotment, property transfers, and leasehold-to-freehold conversions.

One Number, One Identity: Streamlining Access

Allottees can generate their UAN online through the official portal www.bda.gov.in. Recognizing that some citizens may face challenges navigating the online process, BDA has also set up a UAN Facilitation Cell at its office to help users with registration, documentation, and related queries.

With the UAN system, BDA aims to consolidate all property-related data under one digital umbrella—ensuring faster approvals, reduced paperwork, and an audit-friendly system that enhances accountability.

Steady Progress in Leasehold-to-Freehold Conversions

Complementing the UAN rollout is the steady advancement of BDA’s leasehold-to-freehold conversion drive. Out of 1,250 total applications received so far, 743 conveyance deeds have already been registered, with a notable 843 submissions made through the digital portal—reflecting rising citizen trust in BDA’s e-governance tools.

To be eligible for conversion, applicants must:

·       Have constructed a residential building on the allotted land

·       Held possession for over five years

·       Executed a valid lease deed with BDA

Currently, 27 housing projects are part of this conversion program, including popular schemes like Pokhariput Phases I–III, Lumbini Vihar, Udayagiri Vihar, Lingaraj Vihar, and Prachi Enclave.

Clear Guidelines to Ensure Fairness and Legal Clarity

Applicants must pay a conversion fee of 3% of the prevailing Benchmark Valuation of Gharabari Kissan land, based on the 2024 valuation chart issued by the State Government. Properties under mortgage will require an NOC from the respective financial institution.

Applicants must also submit an affidavit confirming that the property is free from legal disputes. If the property is under litigation, the process will be halted until the case is resolved. Additionally, encroachers of government or BDA land must vacate the area and furnish a sworn affidavit to be considered eligible for conversion.

The BDA’s implementation of UAN, paired with its ongoing digital transformation and conversion schemes, reflects a decisive shift toward transparent, citizen-centric governance. By fusing technology with regulatory reforms, Bhubaneswar is setting a powerful precedent for other Indian cities to follow.

As the August 31 deadline approaches, residents are urged to act swiftly—aligning themselves with a system that promises speed, security, and smart service delivery for years to come.
