The first session of the 17th Odisha Legislative Assembly began with a stormy start. Opposition parties, BJD and Congress, staged a walkout. Despite the commotion, Governor Raghubar Das outlined the state government’s plans.
Governor’s Assurance
Governor Raghubar Das emphasized the government’s dedication to welfare and development. He assured unbiased policies and transparent governance, focusing on Odia Asmita.
· Commitment to Welfare
The government aims to protect the rights of tribals, the poor, and the landless. Das highlighted the people’s support for the new government, emphasizing Odia Asmita, good governance, and unity above caste and gender.
· Key Focus Areas
The government will prioritize women empowerment, youth employment, and farmer development. The goal is to make Odisha a developed state by 2036.
· Job Creation
The government targets creating 3.5 lakh jobs by 2029.
1.5 lakh vacant government posts will be filled.
65,000 government posts will be filled in two years.
3,000 new doctors will be appointed.
· Health Initiatives
Odisha aims to be malaria-free by 2030.
Ayushman Bharat and Pradhan Mantri Jan Arogya Yojana will be implemented for quality health services.
· Sports Policy
A new Sports Policy will be introduced. Sports academies and nurseries will be established for training.
· Technology in Education
Artificial Intelligence (AI) will be used in government schools.
· Malnutrition and Forestation
Malnourishment will be reduced by 2027.
Afforestation initiatives will protect 480 km of coastal areas from cyclones.
· Green Initiatives
A Green Industrial Policy will be implemented.
Subsidies will be provided for four and six-wheeler vehicles.
Plastic waste will be used in road construction.
Solid waste management policies will be streamlined.
· Irrigation Projects
Ten irrigation projects in Bolangir, Kalahandi, Bargarh, and Nuapada will be completed.
· Agricultural Development
Odisha aims to become the millet hub of India.
· Skill Development
The government will focus on skill development and apprenticeship opportunities for the youth.
· Urban Development
Cuttack and Bhubaneswar will be developed into world-class Twin Cities. A multi-mode transport system will be introduced.
Governor Das’s address highlighted the Odisha government’s comprehensive plans for development. The focus remains on welfare, job creation, health, education, and sustainable initiatives, all centered around Odia Asmita.
