Odisha’s legislative assembly has witnessed many successful sessions over the years, playing a crucial role in shaping the state’s policies and financial planning. The pre-budget meeting for the fiscal year 2025-26 is scheduled to be held at Lok Seva Bhawan under the chairmanship of Chief Minister Mohan Charan Majhi. The upcoming budget aims to cater to the state’s developmental needs, economic stability, and public welfare.
The formal Budget session of the Assembly will commence on February 13, with the Chief Minister presenting the budget on February 17. The session will be conducted in two phases: the first phase from February 13 to February 21, followed by the second phase spanning from March 7 to April 5.
Speaker’s Warning Sparks Political Debate
A day before the pre-budget meeting, Assembly Speaker Surama Padhy issued a strong warning against any disruptions during the upcoming session. She emphasized that disorderly conduct from opposition members would not be tolerated, urging all parties to engage in constructive discussions that contribute positively to governance.
“The government will certainly present the annual budget, and if the opposition provides constructive suggestions, it will be beneficial for the state. However, any form of unruly behaviour will be strictly handled,” the Speaker asserted.
This statement, however, has led to significant political friction. Former Speaker and senior BJD leader Pramila Mallick openly criticized Padhy’s remarks, accusing her of attempting to suppress the opposition’s voice. Mallick stated, “The opposition’s role is to hold the government accountable. We will ensure the people’s voices are heard in the Assembly, and no amount of intimidation will silence us.”
Opposition and BJP’s Stand on Legislative Decorum
While the BJD leaders condemned the Speaker’s warning, BJP members supported the call for order, pointing to previous disruptions caused by the opposition. Aska BJP MLA Saroj Kumar Padhi highlighted the necessity of maintaining discipline, stating, “The responsibility of running the Assembly smoothly lies with the Speaker. The past two sessions saw disruptions that underscored the need for legislative decorum.”
Meanwhile, opposition leaders maintain that the government should be open to criticism and dialogue. They argue that democratic principles require an active opposition that questions policies and holds the ruling party accountable.
