New Guidelines Permit Only Musical Performances in Bars
Odisha’s Law Minister, Prithviraj Harichandan, announced on Friday that dance performances are now banned in bars state-wide. Under the updated Odisha Excise (Amendment) Rules, 2024, bars are permitted to host only musical programs, such as orchestras, to ensure entertainment aligns with Odia cultural values. Establishments that violate this directive face severe penalties, including potential license revocation.
Surveillance and Documentation Required for Compliance
For bars that wish to hold musical events, the guidelines specify that only women aged 21 and above may perform, and they must have prior approval from the Excise Commissioner. The Excise Department’s notification outlines strict conditions for these permissions, including the mandatory installation of CCTV cameras in key locations, particularly near performance areas. These cameras must remain fully operational, with footage readily accessible for the local police and Excise Station officials. Should any cameras fail, bar owners are required to promptly inform both the police and Excise authorities and pause all performances until surveillance is restored.
Record-Keeping and Dress Code for Performers
Bars must also keep detailed records of each performer’s name and address, ensuring transparency and accountability. The guidelines mandate that all performers adhere to public decency standards in their attire, further reflecting the government’s emphasis on cultural decorum.

Minister Harichandan emphasized that these new regulations are part of the government’s broader commitment to preserving Odia cultural standards in public entertainment venues. By restricting bars to musical performances and imposing strict surveillance and conduct requirements, the state aims to maintain an environment that respects both cultural values and public standards.
