Ambitious Infrastructure Goals
The Odisha government has set an ambitious target to construct 15,000 kilometers of high-quality roads over the next five years, aiming to significantly enhance the state’s road infrastructure. This was announced by Works Minister Prithviraj Harichandan while presenting the department’s demand for grants in the Odisha Assembly on Saturday. The plan underscores the state government’s commitment to improving connectivity and supporting economic growth through better infrastructure.
Budget Allocation and Road Development
For the current fiscal year, the government has allocated Rs 5,295.12 crore under the road development program. This budget will fund the construction of 2,000 kilometers of roads, along with the development of 20 bridges and two Road Over Bridges (ROBs). The initiative is part of a broader effort to upgrade the state’s transportation network, making it more accessible and efficient for residents and businesses alike.
Rural Infrastructure Focus
The Rural Infrastructure Development Fund (RIDF) is another critical component of Odisha’s infrastructure plan. The state government has set aside Rs 700 crore for the 2024-25 financial year under this fund. The RIDF will focus on constructing 250 kilometers of rural roads and building 10 high-level bridges, addressing the connectivity needs of remote and underserved areas.
Urban Development Initiatives
In addition to rural infrastructure, the state government is prioritizing urban road development. A budgetary provision of Rs 236.30 crore has been made for the Capital Road Development Programme in the 2024-25 financial year. This program will include the construction of 20 kilometers of roads within Bhubaneswar, with specific projects such as the development of the Kelucharna Park-Patia stretch, Patia-Pahala Road, and the construction of a four-lane road through Sainik School. Other significant projects include the development of a ring road from Patharagadia and the Bhubaneswar Outer Ring Road, as well as the construction of flyovers at Mausimaa Chhak and Kalpana Chhak.
Heritage and Tourism Development
Recognizing the importance of preserving heritage and promoting tourism, the Odisha government has allocated Rs 350 crore for the Integrated Development of Heritage, Monuments, and Tourist Destination Programme for the 2024-25 financial year. Additionally, Rs 50 crore has been earmarked for the SAMALEI project, and another Rs 50 crore for the EKAMRA Plan, both of which are crucial for the conservation and promotion of the state’s cultural assets.
Focus on LWE-Affected Regions
The state government is also addressing the infrastructure needs in Left-Wing Extremism (LWE)-affected areas. A budgetary provision of Rs 40 crore has been made under the RCPLWEA scheme for road development projects in the districts of Koraput, Rayagada, Malkangiri, and Phulbani. These projects are intended to improve connectivity and foster development in regions that have historically faced challenges due to insurgency and underdevelopment.
The Odisha government’s comprehensive infrastructure plan, with a total demand of grants amounting to Rs 11,138.25 crore for the Works Department, reflects a robust commitment to enhancing the state’s road network. Through targeted investments in both rural and urban areas, the government aims to boost connectivity, support economic development, and improve the quality of life for its citizens.
