State Government Eyes Digital Leap with New Innovation and Startup Hub in Bhubaneswar

In a landmark step toward redefining its digital identity, the Odisha government has announced a bold transformation plan — the demolition of the outdated Odisha Computer Application Centre (OCAC) building in Bhubaneswar to pave the way for a cutting-edge Technology Business Tower. This visionary initiative is more than just a real estate upgrade; it is a strategic push to make Odisha a national leader in tech innovation and entrepreneurship.

A Towering Vision for Innovation

With an investment projected between Rs 100 crore and Rs 200 crore, the new 3 lakh square feet tower will be a dynamic ecosystem designed for IT, ITeS, ESDM firms, and startups. Beyond office spaces, it will feature innovation hubs, co-working areas, incubation zones, and collaboration centers aimed at driving next-gen business growth.

More than just a building, this tower will serve as Odisha’s flagship digital innovation center, reinforcing Bhubaneswar’s growing status as a tech-first city.

Empowering Startups, Fueling Growth

This infrastructure is strategically aligned with Odisha’s broader digital agenda. The aim: foster entrepreneurship, enable global competitiveness, and harness local talent. The revamped OCAC, which will also be housed within the tower, will serve as a nerve center, offering support to startups and facilitating their integration into the larger tech ecosystem.

A senior official from the Electronics and IT Department said, “This isn’t just about building structures — it’s about building futures. Our youth need the right tools, the right environment, and the right mentorship. This project delivers all three.”

Beyond Bhubaneswar: Spreading the Digital Footprint

The government’s vision is not confined to the capital. The Project Management Agency (PMA) behind this tower will also assist in setting up seven additional technology business parks across Odisha. A major upcoming facility in Keonjhar, spanning 4.56 acres and 1.5 lakh square feet, signals a wider push to decentralize tech growth and empower regional economies.
