Odisha Trails at 13th in Women-Led MSMEs, Minister Demands Bold Action

A State Driving Comprehensive Growth

Odisha is steadily advancing on multiple development fronts—industrial expansion, agricultural innovation, education, and digital transformation. Alongside infrastructure upgrades and policy reforms, the state has been working to foster entrepreneurship, particularly among women, recognising their potential to accelerate inclusive economic growth. While Odisha excels in sectors like handicrafts, handlooms, agro-processing, mining, IT services, and tourism, its ranking in women-led enterprises within the Micro, Small, and Medium Enterprises (MSME) sector reveals untapped potential.

Current Scenario: Ranking and Reality

According to recent data, Odisha stands 13th nationally in the number of women-led MSMEs—well below the aspirations of state policymakers. The MSME sector plays a crucial role in job creation and economic diversification, yet women’s representation remains modest. This gap, officials say, calls for stronger policy interventions, capacity building, and targeted incentives.

Minister’s Call to Action

Chairing a high-level review at the Odisha Hub (O-Hub), MSME Minister Gokulananda Mallik urged district and state officials to prioritise the creation of women entrepreneurs. “We must expand opportunities and ensure women have equal access to resources, training, and finance,” he said, adding that improving Odisha’s ranking is essential for balanced growth.

Women’s Achievements Across Sectors

Despite challenges in MSME participation, Odisha’s women are making remarkable strides elsewhere:

·       Self-Help Groups (SHGs): Over 70 lakh women are part of Mission Shakti, collectively driving micro-enterprises and rural income generation.

·       Education: Female literacy in the state has reached around 73%, with women outperforming in secondary board examinations in recent years.

·       Sports: Odia women athletes have shone in hockey, athletics, and weightlifting at national and international events.

·       Handicrafts & Handlooms: Women artisans contribute significantly to Odisha’s globally acclaimed ikat textiles and appliqué work, sustaining traditional industries.

These successes, policymakers believe, can inspire more women to enter formal business ventures under the MSME framework.

Schemes Under Review

The meeting also assessed the performance of several central and state-level schemes:

·       PMEGP – Encouraging micro-enterprises through subsidies and soft loans.

·       PMFME – Supporting micro food processors in modernising operations.

·       PM Vishwakarma – Enhancing skills and market access for traditional artisans.

·       CM-SHRIM – Odisha’s flagship initiative to promote entrepreneurship with targeted benefits for women.

Officials explored ways to enhance awareness of these programs, simplify application processes, and ensure timely delivery of financial and non-financial incentives.

Turning Potential into Performance

Odisha’s progress in education, arts, sports, and grassroots entrepreneurship shows that women’s capabilities are not in question—what’s needed is a stronger bridge between potential and opportunity. By expanding outreach, upgrading training facilities, and ensuring inclusive policies, the state can significantly raise its share of women-led MSMEs. In doing so, Odisha will not only improve its national ranking but also strengthen the foundations of a more equitable and dynamic economy.
