Transition from BSKY to New Health Schemes: What Beneficiaries Need to Know

Introduction to New Schemes

In a significant policy shift, the newly-formed BJP government has allocated substantial funds for two major health insurance schemes in its first budget. The Ayushman Bharat scheme, a Union government initiative, and the Gopabandhu Jan Arogya Yojana, a state-specific program, will replace the Biju Swasthya Kalyan Yojana (BSKY) introduced by the previous Naveen Patnaik administration. This transition has raised questions and concerns among beneficiaries who are uncertain about the implications of the change.

Budget Allocation and Scheme Overview

The BJP government has earmarked a total of Rs 3,556 crore for these two schemes. Of this, Rs 500 crore is allocated to the Ayushman Bharat scheme, and Rs 3,056 crore is designated for the Gopabandhu Jan Arogya Yojana.

Ayushman Bharat Scheme: This Union government scheme provides health insurance coverage primarily for Below Poverty Line (BPL) families. Under this scheme, each beneficiary is entitled to health insurance coverage of up to Rs 5 lakh. However, there are plans to increase the coverage to Rs 10 lakh for female beneficiaries, aligning with previous provisions under BSKY.

Gopabandhu Jan Arogya Yojana: This state-run scheme is designed to cater to Above Poverty Line (APL) families and other residents not covered under Ayushman Bharat. It aims to ensure that the broader population also has access to essential health services.

Transition Concerns and Implementation Details

The transition from BSKY to the new schemes has left beneficiaries with several questions. BSKY, which was initiated on August 15, 2018, provided health insurance to around 96.5 lakh families, covering both BPL and APL households. Beneficiaries are concerned about how their coverage will be affected under the new schemes.

According to the Health Department, there will be a smooth transition as follows: Approximately 60% of the existing BSKY beneficiaries, predominantly BPL families, will be integrated into the Ayushman Bharat scheme. The remaining 40% of beneficiaries, including APL families, will be covered under the Gopabandhu Jan Arogya Yojana.

Health Coverage and Benefits

Under the Ayushman Bharat scheme, beneficiaries will continue to receive up to Rs 5 lakh in health insurance coverage. The Health Department is working on modalities to provide enhanced coverage, potentially up to Rs 10 lakh for female beneficiaries, reflecting the benefits previously offered under BSKY. Both schemes will enable beneficiaries to access treatment at hospitals affiliated with the BSKY network, ensuring continuity of care. A comprehensive blueprint detailing the integration process is being prepared, and new insurance cards will be issued to beneficiaries to facilitate access to these benefits.

As the state transitions from BSKY to Ayushman Bharat and Gopabandhu Jan Arogya Yojana, beneficiaries can expect a restructured health insurance landscape designed to enhance coverage and support. The government’s focus on a smooth transition and comprehensive coverage aims to address beneficiaries’ concerns and maintain the integrity of health services across the state.
