Odisha is charting a new course in India’s maritime development, emerging as a dynamic player in port-led growth and coastal infrastructure. Spearheaded by the state’s Commerce and Transport Department along with the Odisha Maritime Board, a series of ambitious multi-dimensional development programmes are setting the stage for Odisha to become a national maritime powerhouse. With investments, innovation, and inclusive policies, the state is laying the foundation for long-term economic transformation.
Port Performance Surges: Odisha’s Cargo Milestone
In FY 2024–25, Odisha’s non-major ports achieved a combined cargo handling capacity of 80 million metric tonnes per annum (MTPA). Dhamra Port led the pack with 46.08 MTPA, followed by Gopalpur Port with 6 MTPA—together contributing significantly to state revenues, which reached ₹306.15 crore from these ports.
Paradip Port, the state’s premier major port under central control, broke national records by handling 150.41 MTPA, making it India’s top-performing cargo port. This achievement underlines Odisha’s strategic maritime location and operational excellence in port management.
Massive Investments, Expanding Opportunities
Driven by a forward-looking port policy, Odisha has attracted major public and private investment in port infrastructure. A key highlight is JSW Utkal Steel Ltd.’s ₹2,104 crore investment, which is expected to create around 3,450 jobs.
In a major breakthrough, Gopalpur Ports Ltd. revised its concession agreement, unlocking a staggering ₹16,554 crore investment. The project is forecast to create employment opportunities—direct and indirect—for approximately 5,000 people, energising both the economy and local communities.
A Modern, Sustainable Maritime Vision
Odisha is not just building ports—it is building a resilient and eco-conscious maritime system. Advanced technologies such as deep-draft berths and efficient cargo equipment are being deployed to ensure sustainable operations and reduce environmental impact.
To enhance inland waterway safety, the Directorate of Ports & Inland Water Transport has distributed around 35,000 life-saving devices to boat operators, subsidized by 95%. This initiative not only secures lives but also strengthens passenger trust in water-based transport.
Upskilling for the Future: Maritime Human Capital
Recognizing the need for skilled manpower, the state has upgraded training infrastructure. Maritime simulators have been installed at Chandbali’s Crew Training Institute and the Odisha Maritime Academy. These facilities are designed to train youth in advanced navigation and port operations, feeding a growing workforce into the expanding maritime ecosystem.
Bringing Coastal Regions into the Growth Fold
Beyond industrial impact, the state’s maritime drive is reshaping the socio-economic fabric of coastal districts. Improved port infrastructure and connected logistics are opening up new markets and opportunities for previously underserved areas. This inclusive development model is essential to bridging regional disparities and linking remote communities to the mainstream economy.

By aligning with the national goal of Viksit Bharat by 2047, and setting a regional target of Viksit Odisha by 2036, the state is anchoring its future on sustainable industry, skill development, and regional inclusion. With strategic leadership, strong infrastructure, and a clear vision, Odisha is poised to become a cornerstone of India’s maritime and economic rise.
