A New Vision for Odisha
Odisha, long recognized for its mineral wealth and heavy industries, is now charting a new course—transforming itself into a national hub for semiconductor and electronics manufacturing. In a landmark announcement, the state government revealed plans to establish a 1,000-acre Semiconductor and Electronics Manufacturing Cluster near Bhubaneswar airport, a project designed to attract global investors and cement Odisha’s role in India’s high-tech future.
Building Blocks of a Semiconductor Hub
The upcoming cluster will be anchored by two flagship projects: SiCSem and a 3D Glass manufacturing unit, both recently cleared by the Union Cabinet and the state government. Together, they will form the foundation of Odisha’s semiconductor ecosystem. State IT Minister Dr. Mukesh Mahaling emphasized that global expertise is being tapped, including engineers from Malaysia, to ensure world-class standards. The government aims to cut the typical two-year construction period to just 18 months, underlining its commitment to speed and efficiency.
Creating a Full Supply Chain
Semiconductor manufacturing requires a sophisticated web of suppliers, from industrial gases to specialty chemicals. Odisha is actively engaging with companies in these sectors to create a reliable local supply base. Land has already been earmarked for ancillary industries, ensuring that the Bhubaneswar cluster is more than a standalone site—it will be a self-sustaining ecosystem. The vision also includes housing, skill development centers, and R&D hubs, aligning industrial growth with community development.
Investor Incentives and New Policy Framework
To sharpen its competitive edge, Odisha is offering electricity to industries at the lowest tariffs in India. Complementing this is a freshly launched Semiconductor Policy that sets an ambitious goal: attracting at least 120 chip design firms by 2030. By combining affordable utilities with a clear policy roadmap, the state hopes to reassure global players and domestic innovators alike of its long-term commitment.
Spotlight at Semicon India 2025
Odisha’s ambitions were showcased prominently at Semicon India 2025 in New Delhi, where Chief Minister Mohan Charan Majhi presented the state’s readiness to host high-tech investments. The event yielded MoUs worth ₹2,655 crore, including ₹1,650 crore from Sancode Technologies and ₹1,005 crore from Top Track Hitech PCB Pvt Ltd. These early commitments reinforce Odisha’s position as a serious contender in the national semiconductor race.
National Backing for Regional Growth
The Union Cabinet’s approval of ₹4,009 crore for SiCSem and 3D Glass projects provides strong central government endorsement. This places Odisha among the few states in eastern India with large-scale semiconductor facilities, offering both strategic depth and regional balance to India’s electronics supply chain.
From Minerals to Microchips
Odisha’s semiconductor cluster marks a decisive shift in the state’s industrial identity—from being a resource-based economy to becoming a technology-driven hub. By blending infrastructure readiness, policy innovation, and global partnerships, the state is aligning with India’s larger goal of self-reliance in electronics. If executed as planned, Bhubaneswar’s 1,000-acre cluster could become not just a manufacturing site but a symbol of India’s entry into the global semiconductor league.
